I had unrelated work done last week, ball joint, tie rod and alignment. Noticed gas mileage was up quite a lot a few days later. I decided to check the gas cap, while the car was running, to make sure it was tight, and heard this noise.

Thanks for the video. Yep, that noise is not normal. It sounds like you have an EVAP control solenoid that is stuck open. Here is the location so you can change it out which should fix the problem. Check out the images (below). Please let us know what happens.

Because the problem is fuel related, I can't say it is safe to drive, sorry.

Apparently, it's a purge valve, according to my mechanic, doing what it's supposed to do, and basically, I shouldn't open my gas cap while the car is running.

Can you hear it from inside the car or? How did you notice the noise?

No, not from inside the car. Only when I removed the gas cap when the car was running.
