Groaning noise after hitting truck tire on the highway

Hello,
Last week I hit a piece of truck tire on the highway. My car started making some brief groaning noise when breaking and it wouldn't happen all the time. I got my front brakes replaced two days ago and the shop "smoothed" the rotor or something instead of replacing. Now my car is groaning when my car is moving slowly (under 10 mph). It's not all the time but it is more frequent since changing my brakes. The groaning sound is coming from the front right side. I am also now hearing a tinkling sound coming from the right. It's not necessarily a rattle but it's not a clicking. Like change is loose and hit against something. None of the service lights have gone on in my car. It is still driving with no problems at any speed. Is it possible to tell me what I should I be looking for or even thinking about. If I take it to a mechanic shop what am I asking them to do as far as test wise? I don't believe it's a diagnostic because it's not the computer. I am also concerned that a shop will quote me an outrageous price because I am so uneducated about vehicles(it has happened before). Thank you for reading my questions
