1995 GMC Truck will not shift into 4 wheel drive

Is it manual 4wd, or electric type with push buttons??Doe's it have front axle hubs, and are they locked in??If its manual with a shift lever to put it in gear, it could be a linkage problem, if it's electric, it's more than likely a solenoid on the transfer case.
