1998 GMC Sonoma 4 cyl Two Wheel Drive 200000 miles

i keep getting the code p0420 and i have replace both o2 sensors and it lacks power i dont know what it could be.

this code is given by the rear 02 sensor because it's detecting the converter isn't working properly.
it may be time to replace the catalytic converter.
