when lights turned on the fuse for tail/brake
lights blows..sounds like water under the
dash..already checked the air conditioner

obviously you have a short to ground somewhere.

you're going to have to start checking all of the wires involved with the parking lights and dash lights.

unplug everything and then plug things in one at a time until you blow the fuse again. that will probably be the bad circuit.

a tester like this can be really helpful in these situations.
