wheel problems

II have a 1999 chevy malibu and I and work done on the wheel area and now it makes a scraping noise when I drive it. What could it be and I am not driving it because it sounds so bad

what work was done to the wheel area? sounds like it could be anything from the dust guard to bad brakes
