Help! Where's the fuse panel?

I have a '97 Buick Park Avenue. I want to replace a fuse for the turn signals. The owner's manual says that the fuse panel is located below the instrument panel, and that I should remove the hush panel first. Where and what is the hush panel? I unscrewed the panel underneath the steering wheel, but saw nothing that looked like a fuse panel in there. Please help! Thank you.

Some cars have a panel that can only be seen when the drivers door is open because it is nearly on the side of the dashboard.

You may also try checking under the dash behind the glovebox, or in that general area. If it's not somewhere under the drivers side dash, my guess would be the glove box area.

Thank you - I found it - it was under the glove box, not even close to where the owner's manual said it was!
