2001 GMC Jimmy CANNOT PUT GAS IN THE TANK

I cannot fill my gas tank it took me 20 min to put 5dollars in. When i go to fill it it seems like the tank is like a vacuum when you take the cap of there is a noise that sounds like it is sucking air in. Could use some help i dont know what to try.

The vacuum is normal. However, the filling is a problem. There is a vent that follows the down pipe (filler neck). Check to make sure it isn't plugged. If it is, there is nowhere for the air to exit the tank as you fill it which causes the fuel to back up into the filler tube.
