under neath the rear of this jimmy it makes a electrical buzzing sound is this the fuel pump and is it going out

Check the fuel pressure. It should be around 60 or 65 psi. If lower replace the fuel filter and check pressure again. If still low then you may have a failing fuel pump. Loud pumps are rather common in these GMCs.
