Hi Tim,
Yes, there is suppose to be a plastic vent plug there. You may need to go to the dealer and see if they can get a new one for you. But, I don't think it should be leaking unless the tranny is over full. None the less there needs to be a vent plug so that water and debri doesn't get into the tranny. And No you cannot just plug the hole. If not vented it will cause tranny problems because it won't be able to breathe.
