1995 GMC C2500 V8 Four Wheel Drive

Where is the fuel pump fuse located on a 95 GMC 2500 4wd and why would the wires going to the fuel pump not have power going to them?

The fuel pump fuse is the ECM B fuse 20amp in the unerhood fuse/relay box, left rear of engine compartment-also test the fuel pump relay
