windshield wiper went all the way to the left?

the driver side windshield wiper went all the way to the left, i took off the wiper blade and the round thing wont go back to its normal position. what is the problem?

This is an issue with the wiper regulator that has either broken or come apart.

The general rule is when it is one wiper and not both the regulator is the issue.
