Engine Performance problem

while the clutch is engaged and out of gear at the stop. the idle will fluctuate from 1500 - 2000 rpms. it does this all on its own as if i was reving the motor. other than fluctuating it also idles low, low enough to stall out. when i shift into gear and resume driving it stops until i engage the clutch again. seems like after its warmed up after a minute or so it does it most. thanks for the help
