Heater problem

hello,
I am having problems with my heat in my car. I replaced the thermostat and i still have no heat. It blows nothing but cold air. In the summer my AC stopped working also. at that point it blew hot air. I am hearing a wistlling noise when i put on the heater or ac . what can i do to resolve this issue. I live in the northeast and it is cold
