1997 Geo Metro starting

My daughter drove her car to a local restaurant, turned the car off and went inside. When she returned, the car would not start. There is power to the ignition, starter was removed and tested and is ok. Fused checked and ok. Any ideas? Oil and coolant levels normal.

My question is -Is it cranking over and refuses to start or just won't crank at all/nothing?

Thanks for responding. After much troubleshooting, I found that the battery cable was so corroded down into the covering. I stripped it and reconnected and then it turned over. Wasn't getting enough juice to turn over the starter. Thanks again for the attention!!
