I am not sure I understand the situation. The shifter is in park but the transmission is in neutral? If the vehicle is stuck in park then that issue is normally the shift interlock is not releasing. I attached the info but here is a guide that will help with this issue:

https://www.2carpros.com/articles/ignition-switch-wont-turn-stuck

This can also display itself as a key stuck in the ignition so does your key turn and release from the ignition?

If it does, then press the brakes and make sure the brake lights come on in the rear.

Did this issue just start or is there more to the story like you were try to repair something and this happened after?

If they do no then we may have a brake light switch issue.

However, let's go step by step on this and review this material and then let us know this info above. Thanks
