OBD2 port and dash lights are not working?

Those are on different circuits. However, a couple questions, are the dash lights only the instrument panel or all of the lights on the dash (instrument, heater panel, stereo? Have you checked to see if someone moved the dimmer and turned them off?
You say the OBD port doesn't work? Do you mean you plug a scan tool into it and there is no power or that the scan tool cannot communicate? Has anything been added to the car like an aftermarket stereo or one of the insurance readers?

Here's an image of the inside of the car, i had the car for a couple of months now since I bought it off offerup, all of the lights worked just fine except the main dash light panel would be flickering all day but when I plugged in a charger to the lighter port the radio, OBD2 port, and cigarette lighter port all lost power, so I changed a couple fuses and the radio got its power back but the OBD2 port and the cigarette lighter never got its power back and all the dash lights including the mirror lights and even the heater and shifter lights lost power.

Okay, I suspect it may be a result of some poor wiring that was used to install the aftermarket radio, however the first thing will be to check the fuses, 1, 4 and 9 all provide power to the dash assembly. Fuse 32 in the under hood box is also involved. The issue there is that most also provide power to other systems that seem to be working. For the DLC and lighter sockets I would check fuse 36 in the under hood box. The only real item that shares anything between them is the radio, it gets some power and lighting from each side that is having a problem. I would suggest removing the radio and checking the wiring and how it was done, I have seen pretty much everything from an OE level install to ones where they used a bare metal crimp without any insulation, with a lot in between.
