Power window systems rarely use fuses. Being considered a safety system, they are normally protected by auto-resetting thermal circuit breakers. When they trip, they will try to reset within about half a minute to make the system functional, if only for a short time. If all the windows are dead in both directions, a better suspect is broken or frayed wires between the driver's door hinges. One potential clue is the system might work intermittently as you open and close the driver's door.
