There are two blue plastic valves on the top of the fuel tank on the passenger side of the tank. What are they? I broke the small one in the. Is it interchangeable with others from a 4.6 Ford?

Yes, they are interchangeable with other 4.6 fuel tanks. One is a pressure valve and one is a vent.
