Where is the fuel relay or fuse located?

The relays are in the panel under the cover on the left side of the dash. The fuse is number 24 in the fuse box on the left side of the engine compartment in front of the strut tower. What is the issue you have that leads you to the pump?

It was a vehicle that my stepdad just bought, and he had it running and then the next day went to go start it again and it just wouldn't start. he doesn't hear the fuel pump kick on when the key is turned on, he already replaced the fuel pump and can't figure out why it wouldn't be working.

Okay, there are a total of three relays and two fuses in the fuel system. The fuse and the two relays in my original post are for the pump. Then there is fuse 17 in the same box that powers the relay coils and the PCM. The last relay shouldn't be the problem as it turns on the power to the injectors but if the pump isn't running that one doesn't change that. Relay number one is turned on and off with the key while relay two is controlled by the PCM as part of the security system. Fuse 24 powers the pump through both of them. An easy way to test to see if it's the relay or wiring to the pump is to just use a short jumper wire in the relay socket from terminals 1 to 4 in both relays. That will power the pump if the fuse is good regardless of key position.
