Can you hear the fuel pump run when you turn on the key?

I would also check the spark to be sure it has spark to the plugs.

No, I don't hear the fuel pump turn on. And no spark.

Okay, I attached a wiring diagram for you to view. Check the fuses listed for power on both sides for power with the key on. This is not a visual inspection, it is a voltage check.

There are 2 relays involved but testing must be done to determine the failure.

No, it does not. That would not allow spark.

The fuel pump still does not turn on. what else can cause the fuel pump to not turn on?

They are code readers. They will not help you at all. They will tell you a code but does not identify a failed part. Diagnostics and repairs need to be done to determine the failure.

What was the voltage at the fuses?

Only have test light.

Okay, go to the EFI relay and remove the relay and make sure there are 2 powers with the key on.

If there is, install the relay and see if it clicks or turns on.
