Fuel pump issue

When the car is low on gasoline (but not empty) it would not start or cuts out when idling. As soon as the tank is more than 30% full, it runs well.

Is it the fuel pump? Also, could it have something to do with a low battery?

First, I have to tell you this vehicle isn't offered in the US, so my technical information is very limited. However, I have a feeling I know what is wrong.

On many fuel pumps, there is a filter referred to as a sock, that is designed to help filter the fuel as the pump first picks it up. Based on your description, it sounds like it is partially plugged and it takes a certain level of fuel in the tank before it will reach the pump.

The pump sounds like is it working, but I suspect there is a blockage low on the filter / sock.

I'm not really familiar, but on most cars the fuel tank needs removed to access the pump. Some have a port under the rear seat or in the trunk that you can access the pump through.

The filter I referred to will need replaced or cleaned.
