My Polo Vivo 1.6 experienced a fuel pump issue, and while I couldn't find the same pump, I did manage to get a pump for a Golf 4. Can I use this pump in my Vivo? The original pump is marked with the number 18 on top, while the new pump has the number 9.

As long as both pumps are for gasoline you should be okay. Can't mix diesel fuel with gas FYI.

Someone advised me to change the petrol filter which is outside the tank. Could this be the cause of the car losing power sometimes?

Yes, if the fuel pump is going bad it can cause this issue. If fact the fuel pump is a very popular cause of the engine losing power at times. If the pump is outside the tank, it should be easy to change, keep in mind the fuel is flammable. Remove the fuel lines, the electrical connector and the mounting bracket and it should be able to be removed, can you upload an image of it?
