hard to start unless you spray starting fluid?

if truck sits a day or two it is hard to start unless you spray starting fluid in throttle body. Fuel pressure reads 38 when switch is turned on and around 30 when idle and 30 when rev. up. Does these readings mean the fuel pump is good for this truck. And also where is the regualtor located at? Thanks for your help.

First replace the fuel filter and the fuel pressure is a little low which is should be 35-55 psi. I would remove the spark plugs for inspection, if there are carbon fouled it will cause this issue. Next, lets do a compression test, if the engine is worn out it will hard start, here is a guide to go over as well. Please check it out.
