Always stays on empty. Is there a TSB for this?

Yes, a Technical Service Bulletin (TSB) related to the fuel gauge is 08-059-15. The fix is to reprogram the PCM. So you will need to go to the dealer or a shop that can do this for you.

It should be under the PCM but I don't think you can conduct an update with those scanners?

Issue starting the car, is there something that needs to be done when disconnecting the battery on these cars similar to sole Audis and VWs? While starting the steering light is on, battery, and most of them, but won't start. I removed the pump connectors and not seeing fuel, even though I am hearing the pump. I think this is a defective one, it says it fits and connectors are right but the guts if the pump does not look the same. I ordered one that looks exactly the same.
