What is the proper procedure and torque values for installing/tightening the front wheel spindle nuts?

Yes, the rotor to spindle nut was what I was referring to. Thank you. An automotive shop told me that the front wheel bearings needed repacking which is why I needed to know the torque specifications.

The shop also told me that the right front inner tie rod has excessive play and that the rack and pinion needs to be replaced due to fluid leakage. A Ford/Motorcraft remanufactured rack and pinion is costly, and I've heard nothing but bad as to aftermarket brands. I can purchase a used rack and pinion from a local used auto parts supplier for $100 that comes with a 90-day warranty. What would your opinion be on this and is there any safety concerns I should have if I was to install a used rack and pinion?
