Front tire on drivers side is wobbly

Nothing is loose. There is no scraping noises. It does not affect steering.
The tire tread looks fresh/new. it has a bad wobble that starts a 10 MPH.

Yep, this happens when the tire tread separates from the tire body. jack the car up in the front and spin the tire to find it. these guides will help us:

If the tire is tightened properly then we need to suspect there is a tread separation.. The tire may look fine but if this is the case it will cause all sorts of balance issues.

So we need to make sure the wheels are torqued properly. Here is a guide that will help with that:

Then we need to have the tires balanced because they can detect a tread issue as well.

Below is an attachment that will help with this a bit but the key at this point is to have them balanced and make sure the tires are fine.

If they are then the next step is we are going to have measure runout on the hub bearing but that is secondary to the tire because you normally can't see the wobble if it is caused by runout. We are talking thousands of an inch with that so I suspect the tire is the issue.
