Whenever you hit a bump, it goes to one side, steering is off center, and it pulls to one side?

I bought this car which has new tires on the rear and really bad ones on the front. When I drove it home the suspension was all over the place. Whenever you hit a bump, it goes to one side, steering is off center, and it pulls to one side. Got new front tires, jacked it up, no play whatsoever on driver side, passenger has a minor play in the ball joint but not enough to cause that. looked at the struts and they appear to have been replaced as the brand is different than the OEM. Noticed that the passenger side strut is not inserted in the way in, inside where it sits. Compared to the driver side which sits all the way in like most struts do. what would a strut that is not sitting all the way in cause as far as symptoms? I am guessing either the driver's side is sitting way too far in, or the passenger is sitting too high to where it should be. it is almost half way in.. I removed the strut bolt and hammered the strut up into the grove all is good, waiting on a new ball joint.

This sounds more like a rack and pinon problem; I would have the car up slightly and have a helped turn the wheel slightly right and then slightly right and watch the steering components. Something big must be wrong to have this kind of effect. Let us know what happens and please upload pictures or videos of the problem. You must have weight on the front tires so large wooden blocks can help. Keep the jack under the car for safety.

I removed the strut bolt, pushed the strut in and tightened, apparently someone replaced the strut but did not push it in all the way to align up the notch.
