Front brakes lock from cold start

The front brakes will always lock with the first application of the brake pedal from a cold start, and rarely after running, with only a slight pressure on the brake pedal. After this the brakes will function normally.
The brake booster has been changed, all be it with a booster that wasn't new or refurbished, but with the same effect.
The Ford Laser was a re-badged Mazda 323 and has disc fronts and drum rear brakes.
Your advice would be appreciated.

have a pro check for brake hoses pinched or collapsed on front and also have him check the abs unit that may be where the problem lies.
