Windstar A/C

When A/C is activated my radiator/cooling fan does not come on. The two fans do work well when the engine gets hot but not for A/C. The A/C clutch comes on and the gas pressure appear to be OK. I though it could be a relay problem but can't find where it is located. Hayes manual has not been very helpful.

The a/c works? Most fords have a power distribution box near the front. The relays are in there. CCM has some relays too may be near or under the battery.
