Power steering/belt/ possible pump

1996 Ford Windstar. 133000 miles.Driving when Power steering went out. Still driveable, but difficult. No smoke coming out but engine light went on along with needle indicating rising temp. Again, no steam or smoke. Upon opening the hood, there was a belt? that broke, snapped up to the hood and took out a chunk of insulation from under the hood and sucked that down to where the belt is possibly broken. There was also a spray of dark brown/black fluid. What is the problem? Is it the serpentine? Why the spray of fluid?

replace the belt, and start the vehicle after degreasing the engine bay, "don't wash the fuse box or the alternator." Now look for leaks. It could be that the p/s pump was turning very fast and then all the sudden stopped causing fluid to shoot up out of the reservoir.
but top p/s fluid up and start the vehicle. turn all the way left and all the way right in the driveway. then look for leaks.
