There is a Mitchell tech link at the bottom of the main forum page everything you will ever need is in there. Sounds like the "clockspring" in the column is bad. Has the column been unhooked from the rack and pinion?
Vehicles with air bags and controls in the steering wheel have a wound contact under the steering wheel, if the column is unhooked it must be tied so that it cant spin freely or damage to the "clockspring" will occur
