Noise when turning steering wheel

'98 Ford Windstar 141,000 miles 3.8 engine. I have had the struts, springs, tie rods, control arm replace in last couple of months. I had the steering rack replaced at 70,000 miles. The pwr. steering fluid replaced at 140,000. When I turn my steering I hear a noise in area of wheels. The noise was loud and clear for the person who checked my vehicle in to shop. However, the noise would not happen in the shop. How do I know if it is rack or pump? Could it be something else? The steering is not hard to turn on a cold start. Just makes the noise whether I turn left or right. The noise seems to to lessen as the vehicle warms up/used more. This has been going on for months. I'm being pieced and part to death.

Are your tires rubbing against something?

I put new tires on and they were slightly larger than the old. One side rubs a bit now. No big deal, but annoying.
