high gas consumption(burning rich)

1996 ford windstar 3.8 L, rebuilt engine with approx 20,000 km since the engine was installed.The following problems existed even before the engine was replaced.What are possible causes and or solutions to the following...(1) Excessive flow to EGR (2) Bank One to Lean

I would say the answer is yes. BUT, now the question is would I? no. Why?

My thought is that given the right or wrong situation, the steering lose may be enough to cause you to be in great danger or endanger others.
