engine hard to start

I have a 90 Mercury Grand Marquis with 96,000 miles that is hard to start. It will turn over but wont fire.It will start with starting fluid and run fine after a few minutes. We put new plugs,wires,fuel filter,fuel pressure regulator and still have the same problem.
