2003 Ford Windstar Disintegrated Foam in Cowl

After repairing squirrel damage to Powertrain Control Module (PCM) wiring, I discovered some disintegrated foam that had been glued down in the cowl in front of the driver. What was this foam for and should I install it again?

If it was face up, chances are it was a sound deadner. If it was face down, it may have been to help seal.
