Within the last month or so, the van has started to "flutter", almost like there is a "miss" of some sort. This happens whether the vehicle is in drive, in motion or stopped and idoling, or is in park. We have had the vehicle for not quite 3 years, and have honestly never done anything to it other than regular oil changes, air filters, and tires. Could it just need a good tune up? (spark plugs, spark plug wires, fuel filter) Also, when replacing the fuel filter, any special tools needed? And can the 3 rear spark plugs be accessed from underneath?

Hello,

Well since you've had it for almost 3 year and driven ???????? miles a tune up would be a great thing to do.

I believe the rear plugs can be accessed from underneath. However, if you are going to be lying on your back trying to do it you'd be better doing it from the top.

And yes there is a special tool needed to get the fuel filter off. And make sure you depressurize the fuel system, it will make geting the line of the filter a little easier, but they will take some working to get them off

My info says it is under the vehicle along frame-rail, ahead of fuel tank. Make sure there is no pressure on the fuel system before taking any lines loose.

Electric fuel pumps have an in-line fuel filter, located on the left body side rail downstream from the fuel pump.

Where is the fuel filter located on my 1999 Ford Windstar Van with 3.0 motor? Is it a DIY replacement or must I take it to a shop?

IF you have patience and time, you might be okay. There is a clip at both ends that needs to be removed to let the line come off. Then there is a bracket thaqt holds the filter there that needs to be removed.

The filter is along the left rear frame rail area.

Ford has a few different ones - don't force it - some you need tool and some are built in. It's a good idea to blow any debris out with air first.(sometimes you have to loosen gravel with a little pick...)

You'll have one of two types of connections. The type with plastic inserts which look like they broke off of a plastic fork (eating utensil), or the type which you need to purchase a fuel-line removal tool.

Plastic "fork" type: Observe safety measures, wear eye protection, open fuel cap to relieve pressure inside gas tank, etc. Pry out plastic forks with a screwdriver. Filter should slide out from connection hoses. Work on one side at at time. Beware of pressurized fuel spray!!

Fuel line removal tool type: Again, observe safety measures, and and extra set of hands is helpful. Spray some penetrating oil to the connections where the tool enters. Have your assistant push (yes, PUSH) the hose as far as it will go onto the fuel filter. Insert the tool and push in, the same direction. As you are pushing the tool into the cavity, have your assistant start pulling the hose off the filter as you maintain some "inward" pressure on the tool. What you are trying to do is relive the mechanical pressure strain off the radial tabs holding the hose onto the filter. The tool expands the radial tabs, but can do this only if the mecanical strain is relieved first by PUSHING the hose further ONTO the filter.
Without this relatively inexpensive tool, the job will be impossible, so don't try to improvise. You'll end up ruining the hose connection and be forced with an expensive repair.

REMOVAL Shut engine OFF. Depressurize fuel system, refer to Service and Repair / Fuel Pressure Relief Procedure . Raise vehicle on hoist. Remove fuel tube clip from stainless steel connector at forward (outlet) end of fuel filter. Remove steel push-connect fitting with fuel line disconnect tool. Remove plastic push-connect fitting at rear (inlet) end of fuel filter. Remove fuel filter from fuel filter bracket by either (a) pulling fuel filter toward the center of the vehicle, or (b) expand the fuel filter bracket slightly and slide the fuel filter forward and out of the bracket. INSTALLATION Install fuel filter in fuel filter bracket, ensuring proper direction of flow as noted by arrow (toward engine). Align seam in filter with corresponding groove in fuel filter bracket. NOTE: The "flow" arrow direction should be positioned as installed in bracket to make sure of proper flow of fuel through the replacement filter. Lubricate O-rings in connectors with engine automotive oil. Install push-connect fittings at both ends of filter. Install new retainer clip in plastic push-connect fitting. Pull back on connectors to ensure the connector latch is fully engaged. Reinstall existing fuel tube clip to stainless steel push-connect fitting at forward (outlet) end of fuel filter bracket. Lower vehicle. START engine and check for leaks. Repair as necessary.

I have a 1998 ford windstar van. I think that I need to change the fuel filter, as the van is sputtering each time that we start it. I was wondering where the fuel filter is located, and if this is in fact the problem with my van.

the fuel filter is under the right rear of the van but you will need a detachment tool to get it off you maybe able to used one at advanced auto for free as long as you do it in there parking lot. it isnt that hard and you might also have to relieve the pressure on the line before detachment.
