2000 Ford Windstar Engine Bucking and Popping

The engine pops and bucks at times. Particularly after coming off a freeway and then accelerating up a ramp. Full horsepower isn't available and a substantial amount of bucking persists unless you go full throttle, which seems to override whatever is causing the problem. This is less of a problem on cool rainy days.

Any idea on how to approach this problem?

I would start with the ignition parts. Check spark plugs conditions and ensure they show signs of even combustion. If there are signs of lean conditions, get the fuel pressure tested.

Is the CEL indicating?
Did you try to retrieve for trouble codes?
