1999 Ford Windstar tire wont spin

I just put new brakes in my 99 windstar and when I tighten the lug nuts the wheel wont spin. Do you know what is causing this because it was fine before i did the breaks?

Lets sa you have the right parts, if you mix up the inboard and out board pads, there may be a tab on them that is hitting the piston, causing the pads to lock the rotor as you tight the lugs..
