1999 Ford Windstar 130000 miles

I'm having many problems with my Ford Winstar(1999). It won't pas the emissions, heater doesn't work, everything is light on the dash, the speedometer doesn't work,the gas hand doesn't move and the mileage shows only dashes. The good thing about this vehicle is runs like a champ. I live in Illinois and in the winter when it's below zero it starts up with no problem. i don't want to get rid of it but i don't know what else to do. I have taken it to ford many times of the years and have spent lots of money and still having problems. All i want is to get the heater working and for it to pass the emissions. Please, Please help me!!!
