Electrical problem
1998 Ford Windstar V6 Front Wheel Drive Automatic 100000 miles

I'm not getting power to the fuel pump, I have a couple questions actually, what are the four wires going to the pump for? I'm assuming the 2 darker wires are grounds, as I'm not getting power to them and the bigger of the 2 lighter colored wires has no power either. the thin wire has less than 4 volts, guessing this is a remote control wire. would this be right? the thinker of the 2 lighter colored wires has no power going to it, I assume that this is the 12 volt power wire, would I be assuming to much when I guess this? is the pump a 12 volt pump?
I checked the fuel cutoff button, it is in the down position. haven't checked the power to it yet.
I did check the power at the fuse and relay under the hood, and there IS power there.
If I do find power at the fuel cutoff where do I go from there? if I don't?
Also just to keep things clear, I tried cycling the key while checking the the power at the fuel pump, and still got nothing. Also I have the fuel line disconnected at the fuel filter, its directed into a bucket, so I know if it does start pumping. nothing yet.
