Is this a possible dead spot on the starter

When I tried to start the car, it sounded like it was just beginning to start and then nothing, after doing this approx 15 times it started. Could this have been a dead spot ont he starter?

Also not every time but once in a while when the engine first starts there is white vapor from the taiilpipe. This may go on for one to two minutes and then stop. I am not losing fuids, so it is not antifreeze burning. The engine is running okay when this happens.

Any idea?

*** if its cranking over then start dragging slowly/nothing and engine not turning sounds more likethe overrunning clutch in the starter is slipping the fix is to replace it.

*** Its probably just condensation if its not leaking and overheating
