Head Light Issue

I have a 1990 Ford Thunderbird SC, approxamatly 190,000 miles, with a 3.8L and an automatic transmission. When I turn my headlights on my high beams come on and when i turn the high beams on my low beams come on. I have been pulled over twice for this and I have been trying to fix it for awhile now. Please help!!!!!
