1997 Ford Thunderbird Two Wheel Drive Automatic 223000 miles

I put in a new power steering pump, and the power steering still does not work. What could be the problem.

make sure belt is tightened properly and power steering fluid is full. if OK check hoses for binding and loose connections. if all is good it could be the rack that is bad.
