1997 Ford Thunderbird Lost my only keys

What is the cheapest way I can go about getting a new key for my car? Ford dealership says they dont have the codes to make that key. I live in California and mechanics are wanting me to pay $400 to $600 to replace the whole ignition and door locks. I'm a single Aunt of 5 girls and just can't afford that price. If you don't have the code, it all needs replaced as well as the reprogram the computer to recognize the new key code.

I wish I had a better answer for you.
