1988 Ford Thunderbird engine overheating

Hi, I own an 88 T bird turbo coupe that tends to overheat whenever I DO NOT run the air conditioner. Whenever I do run the a/c, the engine temp is normal. My cooling system is a dual fan setup. Could this be a fan motor or, fan relay, or fan control switch issue?

Could be any of the above. check the fan motor first by running a fused jumper from the battery, if it runs, check the ect(engine coolant temp) sensor, and relay.
