hesitates intermittently

Hello.

1992 Ford Tempo

I have a problem with this car that I'm not sure is serious or not. After I have come to a stop, every once in a while the car will rev to about 3000 rpm. I can either pump the accelerator a few times and it will catch and accelerate fine, or come to a complete stop and start up again no problem. It happens about once or twice a day. Any suggestions?
