wiper delay module 90 taurus

Hi, Anyone out there help me. My wipers stopped working, replaced the motor,then the switch and still nothing, No sound from the motor at all and no wipers. No fuse only a circuit breaker ( that i see ) I am now told by someone that there is a wiper delay module that might be bad, and should i at least be getting some noise from the motor even if this module is bad? Anyone tell me where this might be located as when i had the steering wheel apart the wires from the switch looked like they went straight from the switch to the firewall thru to the motor, Is there a module i'm missing and where would that be located. Thanks in advance for any help.
