My 2003 Taurus 3.0 flex runs great until I shut off the engine and restart a few minutes later. It will surge, run rough, and sometimes stall but will restart. I have to power brake it when driving. After about 5 minutes of driving it will run great. The engine light is on and code p1633 is showing. I have replaced the PCM relay
