2000 Ford Taurus Brakes wont stop

2000 Ford Taurus 6 cyl Front Wheel Drive Automatic

I have a 2000 Taurus that I just replaced ft pads, rear shoes and rear drums. My daughter had driven it to the master cylinder was way way low. I couldn't get the brakes to bleed properly so I took it to the shop to get them bleed properly. After about an hour the brakes were bleed with t he pressure bleeder and had clean fluid coming from all four wheels. Heres the catch. We still hav no pedal and when bleeding them the conventional way (2 men job) you get fluid at lf & rr wheel, But nothing from rf & lr wheel. The shop told me it was the master cylinder but I find it strange that the lf & rr (complete opposites) bleed instead of just the front or just the rear or just right or just left. Any help would be greatly appreciated

Could be the brake master cylinder or the brake pressure control valve
